Over the next half-decade, the United Arab Emirates aims to expand its artificial intelligence ecosystem dramatically, growing from approximately 1,500 AI-focused companies today to an ambitious target of 10,000. Since appointing the world’s first dedicated AI minister, His Excellency Omar Sultan Al Olama, in 2017, the UAE has positioned itself as a global AI pioneer. Speaking at the recent Expand North Star event in Dubai, Al Olama detailed the government’s comprehensive frameworks designed to nurture AI-driven enterprises and attract top-tier talent worldwide.
“Our approach balances visionary goals with pragmatic steps,” Al Olama explained. “We are committed to drawing the brightest innovators and leading AI companies to establish a strong presence here. Currently, the UAE hosts the highest number of pure AI companies in the Gulf region, and this foundation will support our goal of reaching 10,000 firms within five years.”
Creating a Thriving AI Ecosystem

Al Olama likened the ranking system to a “health inspection” for AI companies: those solely focused on AI receive a baseline rating, while firms with a physical presence in the UAE earn higher rankings. Companies conducting research and development locally achieve even greater recognition, with the highest tier reserved for those headquartered in the UAE, developing AI models, and employing local teams.
Ranking System: Incentivizing Local Commitment
This tiered certification not only benchmarks AI competency but also incentivizes companies to deepen their engagement with the UAE market. For example, two firms with similar capabilities will be differentiated by their ranking, with government agencies prioritizing partnerships with higher-ranked companies. This approach encourages long-term investment and innovation within the country.

The UAE’s AI ambitions are closely tied to its Centennial 2071 initiative, a visionary plan to diversify the economy beyond oil and gas by the nation’s 100th anniversary. “Our success over the past five decades stems from embracing new business models,” Al Olama noted. “Now, we are ensuring that AI becomes a core driver of growth across all industries.”
