China proposes a new global AI organization with a headquarters planned in Shanghai
On July 26, Chinese Premier Li Qiang, at the opening of the World Artificial Intelligence Conference 2025 in Shanghai, announced China’s plans to establish the World Artificial Intelligence Cooperation Organization with a tentative base in Shanghai. This initiative aims at strengthening AI global governance, responding to the needs of the Global South and helping to close the digital and Intelligence Divide. Li emphasized the urgent need to balance AI with safety and position AI as a public good that benefits humanity. At the opening ceremony, notable speakers such as Turing Award laureate Geoffrey Hinton, former Google CEO Eric Schmidt and Turing Award winner Geoffrey Hinton echoed calls to international cooperation on AI values and safety.[
